Actually having chip level atomic clocks means you could in theory use an array of laptops or even cell phones to sense when and where a time lord thief tries to sneak in and park his TARTIS.

The minor time/space distortions created by any time machines materializing or passing through would be fairly easy to sense by comparing the changes in the time measured by the atomic clock chips on computers, cellphones and cellphone towers.

once a TARTIS materializes it's singularity would be relatively easy to locate with a few dozen cell phones equipped with atomic clock chips and a wireless network that allows them to talk to each other and compare the changes in the atomic clock chips.

Now that would be a Java cell phone application someone needs to write. Use the phones WI Fi or Bluetooth capability and atomic clock to form a sensor network that maps out the local distortions to space/time and home in on the sources.
