I see no mention of opening .blend files outside of Blender on the first page of a quick google search. However, Blender is Open Source (i.e. Free+) and I don't think it would be too complex to open up the file in blender and then just export it with out doing anything else. I've managed to open and export files, with a little help from the google, and I'm by no means experienced with Blender. Unless there's some reason you don't want to install it, I don't think there'll be too much trouble using it just to swap file types.
