If she had no compunctions about stealing $20 in front of witnesses and then bald-faced lying about it to those witnesses, then she won't be shamed simply by being identified as "a woman". Given that kind of personality, she may get off on the infamy and her anonymity. Her name and face would need to be broadcast to all and sundry before she'll feel in the least punished.
(And given the type of personality she probably has, it'd be a fair bet that she'd threaten lawsuits over being publicly identified.)
