Did somebody find a broken arrow?

They're thinking this might be what's left of the very first "broken arrow", which has (so far) never been found.

Neta also said records indicate the lost bomb was a dummy capsule,
and so there is little risk of the object being a nuclear weapon.

"Nonetheless, we do want to be sure and we do want to investigate it further," he said.

If the radiation sensors starts going active, it's not a dummy capsule then. So who has expertise in retrieval of said object?
