Since there's no evidence yet of jump point problems, I'm assuming the restrictions are political in nature.
They might be a safety measure, for a real, perceived, or imagined threat.
Who knows what handwavium does to a jump drive? (Well, yes, the Convention has a pretty good idea, but does anyone else?) They might want to keep traffic confined to worlds that they've checked and vetted have the ability to keep handwavium away from their ships.
