The UK literally demanded to be put outside it. Back when the referendum was being conducted I watched some interviews with people on the street, and even the ones for it pretty much all said that yes, they were were expecting it to have a negative impact on the economy. They were just convinced it was the right thing to do from the perspective of maintaining national autonomy.
