The thing is that for the last 50-75 years we (the US) have allowed officials in certain fields like intelligence and the State Department to retain their clearance so that later administrations are able to call on their experience.
Edit: Just learned per CBS that the CIA re-vets security clearances every 5 years for the directors that have been replaced. They are required however to continue to act as if they are still employed by the Agency.
In short, they are, like active military, required to only voice any disagreement with the current administration through the ballot box.
