If you add Mars' axial tilt to the lower latitude for where I put Neo Venezia, it comes out to pretty much the same range of seasonal variation in California -- the sticking point is that the day is a half hour shorter here on Earth.  And the whole 2.3x more sunlight part -- so many undines with blue eyes, muhahaha.
