I always thought "anti-UN forces" was a descriptive term, not a force name - something to call whoever the UN was fighting against that day.
It wouldn't include any of the veto powers (because if any of them didn't want the UN to become a world government, they would have vetoed it) or their closest allies, but the armed forces of any other country who didn't want to surrender sovereignty would be "anti-UN" whether they're working together or not.
