And it looks like I was pretty dead-on with my own effort to recreate the canals using a snip from Google Maps:

If you still need a reason for how they were able to keep the canals from stagnating, I just remembered that Coastal Cali is famous for the winds that come in off the Pacific. And all it's gonna take is for one Dutch aqueduct engineer to show up and go, "Sayyy, I got an idea..."
