My SI started out with a 12-unit place, and ended up needing to expand it a bit... but you might have a more stable number of residents. If I were re-starting, I'd go with a 16-unit place.
That converted distillery warehouse looks mighty nice, though - assuming you can find 65 displacees to fill it (leaving one one-bedroom place for the manager).

Yeah. I did a lot of that research already for the story; Coco would hate the restrictions she'd have to live under. ("What? Single-shot weapons only? And not concealed?")
