If it helps, you need room for 29 people plus the major characters from Kimagure Orange Road. (I admit to never having seen KOR, so I don't know who the important characters are beyond the core love triangle.)

If you really want, we can add another 33 by including the remaining students in Sawaka's first homeroom class in K-On!... We could also add some of the other stories you expressed an interest in (Parallel Trouble Adventure Dual!, Mai-HiME/Mai-Otome, Kodomo no Omocha, Moldiver, Fushigi Yuugi, or Project A-Ko).

Now, turning my attention to Windsor. Fraggles aren't going to take up any bedrooms, so there's plenty of room available no matter what building you choose.

I've mentioned that Mahoro Ando is somewhere in the setting, waiting for Funtom Placement Services (i.e. Lord Phantomhive and Sebastian) to find her a place to work. Are you up to hosting the Mahoromatic main characters? (Considering that one of them is a cybernetic panther, you couldn't have a "no pets" policy.)
