Seven more people. There's the Unwanted Harem (Chizuko Oe, Miyuki Sakura, and Rin Todoriki), "Those Two Guys" (Toshiya Hamaguchi and Minato Hokaze), and the teachers (who should each be in 1-bedroom apartments - Tou Ryuga and Saori Shikijo).
Oh, and make sure they get the armoured part of the building.
