Well, I mean the obvious analog for the Devices in the Sailor Moon manga are:

So basically they have (in the manga at least) helper AI who can boost their powers already to turn them into higher form Senshi by drawing on magitech marvels. It's just their versions are giant floating palaces around the planets.
So if they're on Earth with no Castle they may have been weakened until someone fixes the issue.
