Rei lives at a shrine - not a half-lot-sized shrine tucked away in a corner somewhere, but one of the larger hilltop shrines. This is the easiest one to explain: it's a cultural location that's funded by donations and/or taxpayers.
(Of course, Bellasario's Maxim and the MST3K Mantra apply to the original work... but I suspect Bob would prefer a coherent explanation of the finances in case they come up in the story.)
