Well, that's a problem that can be solved by Bust Upper. Oh wait, you meant... never mind.
On the other hand, you can write just about anything for her so long as it's reserved and quirky, and there's not really much canon that could contradict it. It would take a lot of effort to make her a main character, though.
Now that you mention it... the A Certain world seems to have an odd gap in their females' bust sizes - there are plenty of A cups and plenty of D or larger cups, but few if any Bs or Cs.
And I already have the Misaka Sisters for "reserved and quirky".
