Somehow, I doubt there's a law against leveraging a foreign power for a specifical personal political quid-pro quo - but at the same time using the power of the State for personal benefit is a defining characteristic of most banana republics. And it is definitely an illegitimate use of the office - I'd find it hard to argue that it isn't. It's also been - IIRC - specifically admitted to.
