Why do you think he tries to paint this crisis as a war and himself as a wartime president?

If he really was a wartime president, he wouldn't be complaining about the economic devastation that comes with every war - and he'd be eager to sign into law the current Marshall Plan equivalent currently in Congress.

He wants the privileges gained by having the title, but doesn't want the responsibility that goes with the title.
