Yeah, I was thinking about Anne McCaffrey's works as well. Even the mind control bit twigged at first, because in the first of The Tower and The Hive books....
...it turns out that the first off-world "Prime" Talent (someone who is capable of teleporting and telepathing to far-flung star systems) had an inner ear issue that made them violently ill if they themselves were ever teleported. And as she wound up training all Primes not on Earth, she wound up unwittingly impressing her inner ear issue upon all the other Primes. And thus, Primes were thought to be cursed some how, and were relegated to their home systems for life...
...That is, up until a home-grown and self-taught (thus free of the "impression") Prime talent pops up on the outer reaches of human territory, and upends the whole thing.
Gotta say, Anne McCaffrey had some really good drama going on in her stories.
