Huh.  I never really thought of it that way.  But yeah.  This would be why it's considered mental illness - it's a legitimate impairment and you need actual help, and not just therapy.

Speaking as one of these people: Yeah, but it doesn't give you license to be a fucking asshole.  I'm doing what I can with what I got, but I'm not running a charity here.  I'm working.  You wanna change things up?  Start by voting Democrat, or at least vote only for Republicans who actually want to make life better for us.
