That's how you make it not leak where two parts of the roof meet, by overlapping the courses of shingles, and the layer ending up on the bottom has to fold at whatever angle it ends up to keep the outside layers correctly oriented. Did I miss something else or is it just one of those things that looks really strange if you've never done it/seen it done before?
