At this point there's no question that endemic corruption has crippled the Russian military even more than the worst previous estimates, but I doubt it would be enough to leave all their missiles grounded, and just one successfully reaching ... well, pretty much anywhere, or at least anywhere claimed by a NATO member, would be enough to give everyone a Very Bad Day. Or "succeeding" by way of failing short there when intended to hit somewhere else. At that point Russia would very likely lose badly, but no one would win.
