Can it truly be called a work page if it doesn't have the work header?

Sophistry, I know, but it gives us an "in".

A work page is a free launch if it meets all the following conditions.

1. Not plagiarized, in whole or in part.
2. Has all required markup.
3. Has sufficient information to qualify at least as a stub to be fleshed out.

That seems like a good litmus test IMO.
