Another "do we have this trope" question:
The protagonist is ordered to bypass the usual chain of command and make his report directly to the person in overall charge -- the President of the USA (or his equivalent in other countries). Getting new orders directly from the Commander in Chief in response to the briefing is optional.
(In case folks are wondering what the heck I'm working on... it's a page for a relatively new book.)
