We aren't hiding what Jail's doing in Refuge, really. We just haven't made a firm decision yet. But we have decided two things... Quoting from his wiki page:

In Refuge, Salem provides Jail with a base of operations, a lab, and his pick of test subjects, so he's happy to work with her for as long as she doesn't do anything that would interfere with his own research. Destroying the universe would count as interfering with his research, so he's quietly investigating whether she has the power to actually do that.

Jail and Arthur Watts appear to think of each other as kindred spirits, but that will only last until one of them gets in the way of the other's research.
