... yes.  Literally, yes.  Unless you mean the specific case where Trump insults $worldleader, which is not so much a place on the card as the "Free" space.

Well, I seem to recall that Roman Catholics think that the Pope is the Vicar of Christ on Earth, and that whole Antipope kerfuffle shows a willingness somewhere to appoint a Vicar of His Orangeness, so...

There are only three dead in Minnesota so far, so I didn't dab "Four dead in Ohio"... but I was tempted.

I'm also assuming "Congress" means "House", because the Senate routinely has sessions that are less than a minute long.
