Yes it did, that's one of the ironies that I've spent a long time designing into the story. He was seriously nuts, came up with a ridiculous, delusional plan, and it worked -- mainly because one of his underlings got greedy and coopted the work of a genius, thus setting in motion a long string of destiny.
