First off, I haven't yet seen "Revolutions", so I don't know any of the secrets, if any, revealed therein. Secondly, don't tell me any spoilers; I'm still hoping to catch the film before it heads to video.

If he were outside the Matrix, he definitely could jack in using "Lightning's Hand". In fact, you have already seen, and you will be seeing, something very similar in DW2. Hacking it? Hard to say; probably, if he recognized the language. He could use the power to brute-force some control (see below), but he'd really have to look at the code and modify it to really hack the Matrix. In short, he could probably pull a couple tricks in the style of "The One", but not all of them, and not with the same level of ease.
Shoot down sentinels? V&V's Lightning Control power would let him take them over and run them like puppets, after selectively burning out their higher intelligence centers. Depending on how physically tough sentinels are, that might even be easier than slinging lightning bolts at them until they drop.
