It might, if it made for a good story. That's really the only answer I can give to some questions like this. There have been many instances in-game where we were off-plane and Doug's powers worked normally; I can't really think of one case where they didn't.

Depends on which song you mean, and its lyrics -- and whether Doug had an effect for that song to begin with. I can easily visualize a case where a song might only work in a specific different cosmology because that's where he first used it.
