Depending on the size you probably want to throw out the other cache levels, since they do add overhead.
If the stuff does increase memory throughput caut the bus liberaly with the stuff, and of course main memory needs to be treated as well.
Then you'll probably want to treat the rest of the chip and most of the other hardware with a strain of handwavium that is good at speeding up things.
Now you just need to software that can use all this computing power, but the biggest bottleneck, waiting for memory accsess should be pretty much gone with the handwaved L1 cache, which alone should account for a dramatic speedup.
