We've gone the Amsterdam route with prostitution - made it legal, made sure the prostitutes get regular medical checkups, and made sure there's some muscle in the establishments to forestall any physical violence. (And that's how Candy Apple Red's entered the setting.)
Extortion and gambling, though... yeah, we'd better put something about those into the entry.
