From the TSAB's perspective, this is not precisely a point of violence, but merely a rivalry of the sort where two organizations will go out of their ways to annoy and one-up each other. "blood-feud" is perhaps too severe a term, but I cannot bring to mind any that approach the level of emotion between the two groups without going over as this one does.
Before Artemis, it was a more friendly rivalry, based primarily on the fact that "Hey, it's the Soviet Air Force, you know, those guys that we United States Air Force types spent the last 50 years waiting for the chance to blow out of the sky?". While no love is lost between the TSAB and NASA, having the VVS involved in Artemis is still a body-blow, and Colonel Caldwell is a little ticked about it.
Greenwood as an SV? Hmmm. One could even say she has an AI command system, if the rumors about Rei are correct... (Hrm, I should get working on writing that up...)--
