Hm. I had TSAB pegged as a DoD or Air Force operation, actually. NASA is a civillian agency, and as such doesn't allow active duty military personnel to join. If Col. Caldwell is the ranking US military man in Fenspace, he can't be part of NASA. That plus the bleating about "security" vis a vis handwavium means TSAB's a military agency.
If the question then becomes "where's NASA, then?" the answer is pretty simple. Between TSAB shutting them out of the handwavium research & fenships like Moondance, Ptichka & others doing scientific work on contract, NASA's found itself largely marginalized by the new activity.---
