That was actually sort of my thought, that TSAB was the Air Force's (successful) petty little political maneuver to take control of space operations away from their greatest enemies - NASA and the Navy.
(I'm also pretty damn sure the USAF hasn't forgotten or forgiven the fact that America's first two great space heroes were a Navy aviator and a Marine, in that order, and *their* first guy in space lost his capsule. Bad karma, man.)
This of course wins them support from milfen, but eternal enmity from NASA fen.---
