Sounds fair to me. Then again, I live in a country where the vast majority of the population lives within an hour's drive of the U.S. border...
Edit: On the flip side, we've already established Port Phobos as the busiest port in Fenspace - that may be a bit difficult to justify if there isn't a large Martian population, even considering the terraformng work going on there.
