As to the rest, base the grade structure on the NATO system? We can do that to the Space Patrol as well so that Joint Operations don't get bogged down.
The NATO grade structure basically deals with comparitive rankings for the multiple militaries in NATO, such that joint operations don't get confused with
who has seniority. In Fenspace this meens that KJ as Colonel in charge of the VSS X-COM section has the same level of rank as a Starfleet Rear Admiral.
As to the Space Patrol being ICPO like, wouldn't that weaken them a bit? After all, Interpol is mostly a information exchange system.
