The faction is run by the **JLI Council** and its staff. There are 12 councillors who are directly elected for 18 month periods, 6 months of which must be field work. The Council oversees the operations of the various groups in the faction.

Somewhat of an open secret is the fact that there are several people (not necessarily Supers) that have the famed and feared Double-O licence. For all practical purposes it IS the 'licence to kill' in that it grants a fair amount of diplomatic immunity when on missions.
