I'd assume this place would have a fair sized security contingent, after all the (remaining) Boskonians would love to get their hands on some of the info
as well.

Any Earth based black ops team is gonna have several problems. Getting to the Library, getting in, finding the info the want amongst all the data, getting out,
and back to Earth.
