I'm a little preoccupied right now with RL to actively work on anything for this, but I will note that Buckaroo and the Cavaliers would definitely get involved on this. Buckaroo isn't so much "opposed" to war as a firm believer in one of the central tenets of kenjitsu: One strike, One hit, One kill. He will be all about gathering as much inforamtion as possible, verifying it as closely as he can, and using it to forge a plan of attack that takes anything and everything that has been learned into account. When the Blue Blazers move, they move suddenly and quickly, and they have a tendency to stun people with their knowledge of the enemy.

As I've said before, what the Blazers excel at is information gathering. The Global Frequency is a group of more than 2,000 experts, on all sorts of things, engaged in real-time conference. That is the main strength that the Institute brings to the table in a conflict like this.
