All of these are either self-explanatory or standard GURPS terms:
  • population,
  • appearance - how pretty or ugly the city is,
  • an indication whether any health measures affect local hygiene in ways unusual to the culture,
  • local magic level and relative availability of enchanted items (both are "None" for Fenspace),
  • official language or languages,
  • actual language or languages in common use,
  • median Literacy level (None/Broken/Accented/Native),
  • Tech Level ("8^" for Fenspace),
  • median Wealth level,
  • range of Social Status held by natives,
  • Government type (most military bases count as "Dictatorship", with the C.O. the person in charge),
  • Control Rating (0=anarchy, 6="Big Brother" total control),
  • how much of that control one can bypass if one has the right knowledge or connections,
  • local terrain,
  • any special defenses,
  • anything that's easier or more difficult to find in this city than in a typical city of the same size (high-society parties, universities, left-handed socket wrenches, someone with unobtanium for sale, ... when I said anything, I meant anything), and
  • any special cases modifying any of the above.

That's enough for a statbox. Full city descriptions include a brief history of the city and (non-statted) descriptions of important places, people, and events, all of which we have as separate FenWiki pages.
