Not KD, but I'd bet it's for building the houses, the excavation equipment, etc. That stuff doesn't come cheap on Earth; sometimes hardened Fenspacers with access to lots of handwaved robotic labor forget that. Wink

The VVS ran into similar problems when buying Ptichka. The orbiter was "cheap," only a few hundred thousand Euros. Hiring the An-225 to haul it from Kazakhstan to Wisconsin cost a hell of a lot more.
