The thing with locks is that you needs some way to feed a massive quantity of water to the top of the canal. Water only flows down, unless you pump it up to an altitude. The Panama Canal doesn't have this problem because it's fed by Gatun lake, which is filled by a dammed river. A canal would need a source of water at the top somewhere... and even so, it's still going to require massive excavations. Think of the Panama Canal again. It's not all one cut straight through. Most of the Canal is also made up of Gatun lake.
It'd be a bigger job than the actual terraforming.
Could it be build as an underground sea-level tunnel? No need to dig out kilometres of rock to reach the sky. You could also have a whole underground society develop along the way, powered by the water flowing down from the North to the South. Wild West in a tunnel, under an artificial sun?
