I suspect that it might've been founded by a group that was trying to be somewhat "practical" in their approach to the material, mostly in the whole idea that anywhere else, they'd have to actually dig the bloody canals. The older timers probably gripe all the time that, just to start with, they're not in the right frakkin' hemisphere, never mind the incredible undertaking of actually digging a canal where it's 'supposed' to be.
It would certainly provide for a generational split within the faction, at least at the extreme edges of opinions.
On the other hand, while I have an 'iron in the fire' for the area, it can be altered to present a settlement there other than Helium itself. ^^
