Catgirls.
I'm almost dissapointed in a way, but it kinda makes sense that they're so common, even early on. When people think of biomods, the first thing they think of is a catgirlm because of Shuko. The association between biomod and catgirl is made. Which is the first thing the handwavium that mods them to run into is the idea that a biomod consists of a 'catgirl' or anthromorph of some sort. And so mods them to be an anthromorphic cat. Which feeds the idea.
It might also explain jokers. A person is afraid of getting a nasty quirky Joker mod, and thinks about it constantly, thereby ensuring they get a nasty quirky Joker biomod.
It's got to be a self-feeding prophecy.
