Good question... Some of the older meta discussion that hasn't made it onto the FenWiki yet hints that handwavium pays attention to the subconscious and unconscious desires of the people that use it. We never came to any agreements about whether the Jungian concept of the "collective unconsciousness" exists in Fenspace, but a majority of the writers tend to think that either it does or the wavium has created something functionally identical for its own use.
So, yes, it is easier to do some things than it is to do other things. But (there's always a "but") handwavium reacts differently for each person, so two people can't do exactly the same things with it.
