I would disagree that the Fenspace convention would go as low... thats why they have Azkaban (and might create similar high security prisons later)... Quattro might be dangerous as hell and a really bad person, but she IS a person according the the Fenspace laws...

Sorry about that, wasn't feeling to well at the time. The main question is 'Is Quattro too dangerous to handle?'. If she is, how do you deal with her? Sadly, the easiest option is the final one. Otherwise (if she's too dangerous for Azkaban) you get to options the good guys don't normally consider, especially if Quattro happened to be biologic.
As is, Quattro would probably be subject to a forensic structual analysis at least, disarmed, and repaired.
