The name 'Tehoptimum' is constructed by mangling "The Optimum", after the common Internet mis-spelling of 'the' as 'teh', which turned into a meme/joke. Using 'teh' is supposed to imply that there are waved quirks in all the products.
The name is not based on anything Russian.
Of course, this may be one of those wonderful examples of Fen humour that almost no one considers funny. [grin]
