I'll be answering those first three questions of yours in a story titled "Project-E", which should - and emphasize the should - be ready in one to two weeks.
For my working material, highlight the following (Beware! Here there be Spoilers!): All of the original nine SEELE Council members met one another online, and videochatted with one another for several years prior to THAT convention. When it happened, while interested, none of them really thought they would be getting involved with it. That is, until the postal worker who would become Alex Xanatos discovered a partly torn package containing a coffee can which itself contained something that was NOT coffee.
After an experiment with his old laptop earned him a rather unexpected wake-up call by one Edwin Jarvis (the Marvel Zombies version, apparently, as the last thing he remembers is being about to be EATEN in the Avengers Mansion), he spent several days wondering what to do. While watching a History Channel piece on the Watergate Scandal, a mention of slush funds sparked off a conversation between 'Alex' and Ed (who doen't like being referred to by just his last name) about secret government programs and black project budgets and where DOES all that money come from and go to? And then 'Alex' had to go to work. When he got home, Edwin revealed he'd spent the time finding just that out - and in one particular case that become critical to their and other's futures, they were rather gobsmacked by what was found.
It seems that shortly after President Johnson took office, he started a highly hush-hush program that skimmed a very small percentage of money from non-critical government endeavors and saved it up 'just in case.' Unfortunately, by the start of the 90s, it was TOO hush-hush. Control of government finances increasingly went to computer control and, with so few people knowing about the program to begin with, that number decreased even more. By 1995, the only people who knew about the program numbered SIX according to the approved clearance list in the files uncovered. All six of those people died on the same day, one in Washington, the other five in New York City - none of the project files had been accessed or registered attempts at accessing since just prior to 11 September 2001.
And the only ones with knowledge of the existance and knowledge to access some $40 Billion were a dissatisfied-with-the-world postal worker and an AI butler...
