Starfleet Astrometric Service
While Starfleet likes to emphasize on their exploration and peace keeping aspects, Starfleet also worries about protecting Humanity from outside threats. To be able to see such threats coming, the Starfleet started their Astrometric Service on Starbase 1.
Starfleets Astrometric Service consists of a few control rooms in Federation Starbases which control a large network of interstellar sensors, the NOMAD probes. Starfleet seeded the larger and more 'interesting' stars with these sensor drones, which monitor their systems and report any unusual data back to the Starbases. While the NOMAD probes are just working on a non-aware expert system, they can be given special commands over their bidirectional Interwave links.
The Federation plans to extend the reach and density of their sensor network with time.
