[RFC] The United Federation of Planets

The Federation holds a state monopoly on spacecraft construction: all Trekkie yards are subsidiaries of Utopia Planitia Shipyard and most often managed by the Starfleet Corps of Engineers.

Does this mean the former Soviets are not allowed to build spacecrafts of their own anymore? I think it might be a good idea to "weaken" this rule into a guideline...

The way I read that, it means all the UFP shipyards are administratively part of Utopia Planitia. The shipyard at Korolev will have a Starfleet Corps of Engineers administrative staff, but is likely to continue building ships the way they have for the last decade.

(Although if I'm reading it wrong and what Mal means is Starfleet builds only fandom-specific ships, Artemis will happily purchase the rights to the Shuttle plans from the VVS.)
